Washington County, located in upper east Tennessee is the oldest of all the counties in Tennessee having been created in 1777 while the territory belonged to North Carolina. At the time, this county was called Washington District North Carolina. When Tennessee achieved statehood in 1796, the name transferred over to Washington County, Tennessee. In 1835, the Tennessee Legislature required all counties to divide their territory into Civil Districts. The purpose for this was to have sub-divisions within the county for tax collecting, schools and voting areas. From this time forward, every county in Tennessee has operated under the Civil District system. In the Legislation to create the Civil Districts, each county was to construct a map showing each of these and a written description was required. We have combined the first set up for the districts and included the first tax listing created under this system that have survived. For genealogist, this system is great as it locates within a smaller range of areas where our ancestors lived at this time. With the help of deeds, we can narrow it down even further.
